When the coil is fed, an electromagnetic field is created that attracts a moving core attached to the actuator, overcoming the actuation force of an opposite spring opening the valve. When the coil is de-energized, the electromagnetic field is extinguished and the spring causes the actuator to close the valve.
In short when the coil is de-energized the valve remains closed and only opening if fed.
