The unit is overloaded with refrigerant.
Discharge the excess refrigerant fluid very slowly to a place on the unit where there is only gas. In the case of a hermetic system without a register, use a drill register applied to the compressor service tube. Measure the load using the liquid flow indicator. If this is not installed, the same survey can be done using an ultrasound liquid flow indicator, applied temporarily at the beginning of the liquid line.
