Defective electric motor winding.
Disconnect the power supply cables from the compressor terminal battery and check with an ohmmeter if the resistance of the starting and running windings is correct: check the ground insulation (dielectric strength test). If tests indicate a winding malfunction, repair or replace the compressor.
