Clogging of the liquid or capillary line.
Check the efficiency of all components mounted on the liquid line and especially the dehydrator filter. If it is partially clogged your outgoing connection will be colder than the incoming connection. Also check the position of the control rods in the registers. Clogging can also be caused by an imperfect joint (excess of brewing alloy inside the joint). Capillary clogging is usually caused by the unit or impurities present in the circuit. Disconnect the dehydrator filter, purge the capillary with a high pressure pump, install a new three-way filter, empty and load.
